A veteran-owned and operated consulting

group, C2 ISS utilizes over 40 years of active

duty Army and senior DOD government civilian

service to guide organizations through the

diverse and challenging needs of Foreign

Military Sales and Theater Security

Cooperation (TSC). Our primary focus is on

apparatus for planning and implementing

security cooperation, foreign military sales

(FMS), funding, campaign planning, and

building partnership capacity (BPC).

increase sustainable foreign military sales and

grow their partner capacity.

MANAGING

DIRECTOR

Michael Casciaro spent 24 years as active duty

Army, serving in diverse leadership roles IN

infantry UNITS to foreign area officer, and as an

expert in strategic intelligence for DIA and

THE u.S. EUROPEAN COMMAND. Following his time in uniform, hespent another 15 years as a DoD Senior

government civilian, where he served as the LEAD FOR SECURITY COOPERATION, SECURITY ASSISTANCE, THEATER PLANNING, FOREIGN MILITARY SALES AND IS AN EXPERT ON U.S. GRANT FUNDING.
